Buyers
What is Register Interest?
Register Interest is a registration of interest in an upcoming RumahHQ project. It is non-binding and is not a reservation. No payment is charged. Sales information will be announced after the advertising and sales permit is obtained.
Why doesn't RumahHQ just build and then sell?
We listen first. Every project goes through a registration-of-interest stage, and a project launches only when registrations from qualified buyers reach at least 1.5 times the number of homes. This reduces the risk of unsold homes and abandoned projects.
Do I need to pay anything to register?
No. Register Interest is free and non-binding. No unit is reserved and no payment is charged at this stage. The eligibility check you can ask for when you register is part of the same free registration.
When are house prices announced?
Prices are announced when the project launches, after the advertising and sales permit is obtained. We do not show prices before then. Registered buyers hear about a launch first, so you have time to check the price against your financing eligibility.
Where are RumahHQ's projects?
Our first project is being planned in Klang and the surrounding area. When you register your interest you can choose your preferred districts, and that feedback helps us decide where the next projects are built. Register your interest to be the first to know.
How can I follow construction progress?
Every project will have a public progress page with dates and site photos. Progress will be recorded on site every day, and that record is the basis of the progress page. Aiman, our AI assistant on WhatsApp, can also send you updates.
What happens after I register my interest?
Aiman, our AI assistant, contacts you on WhatsApp to confirm your details and answer your questions. If you asked for an eligibility check, our sales and LPPSA team helps you understand your financing options. When a project launches, registered buyers are told first.
Does registering my interest mean I will get a house?
No. Register Interest is non-binding and no unit is reserved for you. It tells us what you need and makes sure you are among the first to be told. The sales and unit-selection process is announced at launch, after the advertising and sales permit is obtained.
Can I withdraw after registering my interest?
Yes. Because Register Interest is non-binding and no payment is made, you do not need to give a reason. Tell Aiman, our AI assistant, on WhatsApp, or email us, that you are no longer interested. Your rights over your personal data are explained in our Privacy Notice.
What does "qualified buyer" mean in the 1.5 times rule?
A qualified buyer is a registrant whose financing readiness has been checked, not just anyone who filled in the form. A project launches only when such registrations reach at least 1.5 times the number of homes. For example, 40 homes need at least 60 qualified registrations.
What is an SPA and when do I sign it?
The SPA (sale and purchase agreement) is the contract between the buyer and the developer. For landed homes its form is set by law, as Schedule G of the Housing Development (Control and Licensing) Regulations 1989. The SPA is signed only after launch, when you decide to buy. Register Interest is not an SPA and is not binding.
What is the advertising and sales permit (APDL)?
The APDL is a permit from the Ministry of Housing and Local Government (KPKT) that allows a licensed developer to advertise and sell the homes in a project. That is why RumahHQ does not show prices or open sales before this permit is obtained. You can check the developer licence and APDL status of any project on KPKT's TEDUH portal.
How do I check a developer before buying a home?
Use the TEDUH portal of the National Housing Department, KPKT. It shows the developer's licence status, the advertising and sales permit, project progress, and lists of delayed, problematic or abandoned projects. Make this check on any developer, including us, before you sign an SPA.
What kind of homes will RumahHQ build?
RumahHQ will build landed homes in Selangor; our first project is being planned. When you register your interest, you choose a house type (single or double-storey terrace, semi-detached or bungalow), the number of bedrooms and your preferred districts. This feedback helps decide what each project builds.
Do I need to be a civil servant to register?
No. Many of our buyers are civil servants financing through LPPSA, but private-sector employees, the self-employed and first-home buyers are welcome too. Bank financing is available through CIMB Bank and Maybank, and an eligibility check helps you see which route suits you.
Financing
Can I buy with LPPSA financing?
RumahHQ is registered on the LPPSA, CIMB Bank and Maybank panels. Financing decisions are made by LPPSA or the bank, not by us. When you register your interest, you can ask us to help check your eligibility before the project launches.
Does the eligibility calculator decide my approval?
No. The calculator gives an estimate only, based on what you enter. Approval is subject to a full assessment by LPPSA or the bank, which checks your documents, commitments and credit record. Use the result as a starting point for discussion, not a final answer.
I am a contract civil servant or self-employed. Are there financing options?
LPPSA's FAQ states that officers serving on contract, and officers not yet confirmed in their post, are not eligible for public-sector housing financing. A bank loan through our panel banks, including the SJKP guarantee route, may be suitable. Register your interest and choose to have your eligibility checked.
Does RumahHQ give financial advice?
No. We do not give legal, tax or financial advice. We help you prepare your application and connect you with LPPSA or our panel banks. For personal financial decisions, consult a qualified adviser.
What is LPPSA?
LPPSA is the Public Sector Home Financing Board (Lembaga Pembiayaan Perumahan Sektor Awam), the government body that provides home financing to eligible civil servants. Eligibility, financing limits and repayment periods are set by LPPSA itself. Our LPPSA page explains the process step by step.
I have had LPPSA financing before. Can I apply a second time?
According to LPPSA's FAQ, second financing can be considered if the first financing has been fully settled. Eligibility is subject to a monthly instalment of no more than 50% of your current basic salary, and only one purpose can be chosen: buying a home or renovation work. Check the latest conditions with LPPSA before you apply.
What is the difference between LPPSA financing and a bank loan?
LPPSA is only for eligible civil servants, and its conditions are set by LPPSA. A bank loan is open to anyone who meets the bank's credit assessment, including private-sector employees and the self-employed. Rates, tenures and the documents required differ between the two, so compare them before deciding.
What is SJKP?
SJKP is Syarikat Jaminan Kredit Perumahan Berhad. Its schemes give a government-backed guarantee to participating financial institutions to help first-home buyers get a loan, including people without a fixed income. Scheme conditions and limits are set by SJKP and can change, so check its official site.
What documents do I need for an eligibility check?
For LPPSA, a copy of your letter confirming you in your post is a mandatory document in a financing application. Other documents, such as proof of income and commitments, are set by LPPSA or the bank. During the eligibility check, we tell you the exact list for your financing route.
Why is eligibility checked before a project launches?
Many buyers find out too late, after choosing a home, that they cannot get financing. Checking early means you know where you stand before you decide, and we know how many buyers are genuinely ready. The check does not replace the decision of LPPSA or the bank.
How is the price paid after the SPA is signed?
For landed homes under a Schedule G SPA, the price is paid in stages as work progresses, such as the foundation, structure, walls, roof and finishes, on the developer's written notice. A small part of the price is held by the developer's lawyer as stakeholder until eight months and 24 months after vacant possession. If you use financing, LPPSA or the bank pays these stages on your behalf.
Where is the money I pay a developer kept?
A licensed housing developer must open a Housing Development Account (HDA account) for its project, and buyers' payments go into it. Section 7A of the Housing Development (Control and Licensing) Act 1966 bars the developer from withdrawing money from it except as the regulations allow. KPKT monitors these accounts and processes applications to withdraw from them.
Do I pay for an eligibility check?
No. The eligibility check you ask for when you register your interest is part of that free registration. It helps you understand your options, but the financing decision is still made by LPPSA or the bank. Any figures you see are estimates only.
Landowners
Do I need to put in capital?
No. Development costs are borne by the developer. You contribute the land. Costs such as current quit rent before the agreement and your own personal advisers, for example your own lawyer or tax adviser, are discussed during negotiation.
How much will I receive?
It depends on the location, size and status of the land. The preliminary feasibility report will show realistic options for your land. We do not use package rates.
My land is agricultural land. Can it be developed?
Often it can, subject to approval of the change of land-use condition and planning. A change of condition means applying to the state authority to change what the land may be used for, for example from agriculture to building. We check this in the preliminary report.
The inherited land has not been divided. Can we start?
You can start with a discussion and the preliminary report. The JV agreement is signed after the ownership status and the heirs' agreement are clear, with a lawyer's help. We can hold a briefing with all the heirs so everyone hears the same information.
What if I change my mind?
Before the JV agreement is signed, you are free not to proceed. The preliminary report is free and carries no obligation.
What if the project does not get approval?
The agreement can include a time clause so that the land returns to you in full if approval is not obtained within the agreed time. All protections are subject to the terms of the final agreement prepared by the lawyers and agreed by both sides.
Which areas and land sizes do you focus on?
We focus on land of roughly 1 to 8 acres in Klang, Kuala Langat, Shah Alam, Sepang, Hulu Langat and Kuala Selangor. Big developers usually look for hundreds of acres, but land of this size is our main focus. If your land is outside these areas, you can still ask.
What documents should I prepare?
Prepare a copy of the land title, the latest quit rent receipt, a copy of the owner's identity card (with permission), and photos of the land and its access road. For inherited land, prepare a list of heirs and any estate distribution documents you have. If something is missing, we will help check it.
How long does the whole process take?
The preliminary report can be prepared within a few days once the documents are complete. Title checks and the lawyer's preparation of the JV agreement take roughly 30 to 60 days. Approvals and construction depend on the project size and the local authority; a detailed schedule is given in the JV proposal.
Does the land stay in my name?
The title can stay in your name until planning approval is obtained, and this can be included in the agreement. Any power of attorney can also be limited to specific tasks only. All protections are subject to the terms of the final agreement prepared by the lawyers.
What form can the landowner's share take?
There are three common forms: a number of completed homes in the project, a share of the project's sales value, or a mix of both. The form and value of the share are set separately for each piece of land, based on location, size, land status and the feasibility study. We do not use package rates.
Can my family buy a home in the project?
Yes. Eligible family members can also apply for financing through LPPSA or our panel banks. They can register their interest like any other buyer.
What happens after I send the land form?
A RumahHQ representative usually contacts you on WhatsApp within 2 working days. We then arrange a site visit and a meeting with your family before preparing the preliminary feasibility report. Meanwhile, get a copy of the title and the latest quit rent receipt ready.
How will I know what is happening on site?
Monthly progress reports, regular site photos and the right to visit the site can be included in the agreement. For every project, site progress will be recorded every day, so this information will always be available. You also deal with one representative who knows your land and your family.
Do I have to hand the original title to the developer?
Not at the discussion or preliminary-report stage. A copy of the title or an official search is enough. Which documents are handed over later, and when, is set out in the JV agreement, reviewed by your own lawyer.
The developer wants a power of attorney. Is that safe?
A power of attorney limited to defined tasks, such as applying for approvals, and cancelled if the agreement ends, can be included in the agreement. Do not sign a full or irrevocable power of attorney without advice from your own lawyer.
What if the developer goes bust or the project is abandoned?
The title can stay in your name until the agreed stage, for example planning approval, and construction can be conditional on buyers and project financing being secured. Both protections, and limits on charging the land, can be included in the agreement.
When will the landowner's units be ready?
Landowner units can be prioritised in the first construction phase, and their handover order and schedule can be included in the agreement. You also receive regular progress reports and site photos.
Can I use my own lawyer?
Yes, and we encourage it. Your lawyer reviews the JV agreement on your side. For inherited land, the family's lawyer also helps with administering the estate.
Is it better to take houses or cash?
It depends on your family's needs. Some want homes to live in or rent out, some need cash, and some choose a combination. The preliminary feasibility report shows realistic options for your land. This is general information, not financial advice.
Can the family keep a lot for its own house?
This can be discussed early, while the project layout is being planned. The decision goes into the JV proposal and the agreement.
The siblings or heirs don't agree. Can we start?
We can start with a family briefing, where every heir hears the same information at the same time. We do not take sides. A JV agreement is signed only after ownership and the consent of every registered owner are clear.
Some heirs live abroad. What then?
Discussions can happen over WhatsApp and video calls, with documents explained in plain language. For the estate process, heirs abroad can usually give consent through certified documents. Check the procedure with the JKPTG estate distribution unit or your lawyer.
Is the JV share taxed?
Possibly, depending on the JV structure and your situation, including Real Property Gains Tax. Get advice from an independent tax adviser or refer to LHDN before signing. We do not give tax advice.
How do I check a developer before signing?
Check the company at SSM, its CIDB registration, and the project's developer licence and advertising and sales permit on KPKT's TEDUH portal. Ask to visit sites under construction, and bring your own lawyer.
Will a project on my land need Rumah Selangorku homes?
Possibly. The Rumah Selangorku policy requires a share of price-controlled homes depending on the zone and site size. We check this early and explain it in the feasibility report.
How does RumahHQ earn from a JV?
From selling the other homes in the project. That is why we bear the development costs. The landowner's share is agreed in writing before any work starts.
Construction & Quality
How does RumahHQ monitor construction quality?
For every project, site progress will be recorded every day, and quality will be checked at each stage before the next one begins. The daily record will also be the basis of the project's public progress page. Homes will be handed over with a handover checklist.
How do I report a defect after receiving my keys?
Report the defect to Aiman, our AI assistant, on WhatsApp, with photos and its location in the house. You get a reference number, we inspect and schedule the repair, and the report is closed once you confirm the repair is done. Keep a written record of every report too.
What is the defect liability period (DLP)?
The DLP is the period after you receive vacant possession during which the developer must repair defects. Under a Schedule G SPA, it is 24 months from the date of vacant possession. Defects caused by faulty workmanship or materials must be repaired by the developer at its own cost within 30 days of receiving your written notice.
What is vacant possession (VP)?
Vacant possession (VP) is the moment the home is handed over to you, including the keys. Under a Schedule G SPA, VP is given after the Certificate of Completion and Compliance (CCC) is issued, water and electricity are ready for connection, and you have paid what is due. If you do not collect the keys, you are treated as having taken VP 30 days after the developer's notice.
When must the home be handed over, and what if it is late?
Under a Schedule G SPA, vacant possession must be delivered within 24 months of the agreement date. If it is late, the developer must pay liquidated ascertained damages (LAD), calculated daily at 10% a year of the purchase price. The actual period and terms are those in your SPA, so read it carefully.
What is the Certificate of Completion and Compliance (CCC)?
The CCC is the certificate showing the building is complete and complies with the authorities' requirements. Under a Schedule G SPA, the developer must meet every requirement for the CCC at its own cost, and vacant possession must be supported by the CCC. Without a CCC, the home is not ready to hand over.
What should I check at key handover?
Check walls, ceilings and floors (finish, cracks, level), doors, windows and locks, plumbing (taps, drains, leaks, water pressure) and electrics (switches, sockets, lights, the distribution board). Make sure keys, meter readings and documents are handed over. The full checklist is on the Quality & Handover page.
What if a defect is not repaired?
Under a Schedule G SPA, if the developer does not repair within 30 days, you can do the repair yourself after giving notice of the cost, and claim that cost from the money held by the developer's lawyer. You can also file a claim at the Homebuyer Claims Tribunal within 12 months of the end of the defect liability period, subject to the tribunal's claim limit. This is general information only, not legal advice.
Does RumahHQ use IBS?
Yes, where it suits the design. IBS (industrialised building system) means some building components are produced under controlled conditions before being installed on site. For every project, we will use it alongside daily progress records and quality checks at each stage.
Company
What is the difference between RumahHQ.com and RumahHQ.com.my?
RumahHQ.com is the site for building on your own land and Skim Zero Deposit. RumahHQ.com.my is the site of the housing developer, RumahHQ Development Sdn Bhd, for new housing projects and for landowners who want to develop their land through a JV.
Where is RumahHQ's office?
No. 36, Tingkat 1, Jalan Raya Barat, Kawasan 6, 41000 Klang, Selangor. Contact us first on WhatsApp or through the Contact page so the right person can meet you.
What is RumahHQ's CIDB registration?
RumahHQ Development Sdn Bhd is registered with CIDB at Grade G4, registration number 0120260318-SL169289. CIDB (the Construction Industry Development Board Malaysia) has seven grades, G1 to G7, and each grade has its own limit on the value of work. G4 is a middle grade; only G7 has no limit.
What is RumahHQ Development Sdn Bhd?
RumahHQ Development Sdn Bhd is a housing developer in Klang, Selangor. Our first landed housing project is being planned, and for every project we will build only for buyers who are already approved to own a home. Behind it is the RumahHQ team's experience helping civil servants build homes financed through LPPSA.
How does RumahHQ use AI?
People make the decisions; AI helps. Our systems bring data together for land screening, feasibility and costing, and approvals tracking, and for every project will support daily site reporting and defect tracking. Every important decision is still made, and owned, by people.
Who is Aiman?
Aiman is RumahHQ's AI assistant on WhatsApp. Aiman answers questions, confirms registration details, takes defect reports and sends updates. Aiman does not quote prices or land values, and you can ask to speak to a person at any time.
What is the difference between CIDB registration and a housing developer licence?
They are two different things. CIDB registration is required by section 25 of Act 520 before a company carries out construction work in Malaysia. A housing developer licence and an advertising and sales permit are issued by KPKT under Act 118 to sell the homes in a project, and their status can be checked on the TEDUH portal. RumahHQ project prices appear only on a launched project page together with those licence and permit details. RumahHQ today: housing developer licence (KPKT) not yet obtained. A licence and advertising & sales permit (APDL) are obtained for each project before any sale opens.
How does RumahHQ handle my personal data?
Every form that collects personal data has a PDPA consent checkbox, and your data is used for the purpose stated on that form. We handle data in line with the Personal Data Protection Act 2010. Full details, including your rights, are in our Privacy Notice.
How can I work with or do business with RumahHQ?
Open roles are posted on the Careers page. Consultants, suppliers and other business partners can reach us through the Partner With Us page. Landowners can request a free land report on the Landowners page.
