How RumahHQ helps
- An eligibility check during Daftar Minat, before a project launches.
- A document checklist and help preparing your application.
- Our sales and LPPSA team works with you through to the letter of offer.
Step-by-step articles: how to apply for LPPSA for a developer home and the 2026 LPPSA limit explained.
Who qualifies
The Pekeliling Pembiayaan Perumahan LPPSA Bil.1/2026 lists the eligible groups:
- Members of the Public Service, the Police and the Armed Forces.
- Employees of statutory bodies and local authorities (PBT).
- Members of the Federal and State Administration, Dewan Negara, Dewan Rakyat and State Assemblies, the Speaker of the Dewan Rakyat, and Federal, Appeal and High Court judges.
Details: conditions on the applicant, who cannot use LPPSA, first and second financing, and joint financing
Conditions on the applicant
- Malaysian citizen.
- For public servants and statutory body or PBT staff: a permanent officer currently serving, with at least 1 year of service and confirmed in the post. A confirmation-of-post letter is a mandatory document.
- Not a bankrupt or judgment debtor, not financially incapable, and not facing disciplinary action for dismissal.
- Your application must be received by LPPSA before you retire or leave service.
Who cannot use LPPSA
- Contract staff. LPPSA's own FAQ answers "Tidak layak" (not eligible).
- Staff who have served a year but are not yet confirmed in post.
- Staff entitled to a housing loan scheme of their own State Government, statutory body or PBT.
If LPPSA is closed to you, a bank loan, possibly with an SJKP guarantee, may still be possible. See bank loans.
First and second financing
- Each eligible person gets two financings. A second financing is allowed only after the first is settled (renovation, Type 7, is the exception).
- The second financing is capped at 50% of net income and 360 months, and its amount is the difference between your current eligibility and the amount approved for the first property.
- Only one property may be financed at a time.
Joint financing
- Allowed between husband and wife, or parent(s) and child(ren); at least one must be a public servant.
- A non-public-servant co-buyer may use a bank that agrees to be second chargee. LPPSA must approve first, and this is allowed only for Type 1 and Type 3 on a property with an individual or strata title.
- Every joint applicant is a co-owner on the title and named in the SPA; applications go in together, and each takes MRTA/MRTT from the same panel.
The 2026 financing limit and profit rate
LPPSA's "Inisiatif Baharu LPPSA 2026" raises the maximum financing from RM750,000 to RM1,000,000. LPPSA gives two reasons: home prices in main areas have risen, and the new public-service pay system (SSPA) has raised salaries.
The 4% rate is kept for financing up to RM750,000. Only the balance above RM750,000, up to RM1,000,000, is charged 4.5%. It is not the whole amount that moves to 4.5%.
According to LPPSA's announcement (September 2026), the official opening date for applications under the new limit has not been announced (checked 29 September 2026); check LPPSA's official website. Eligibility is still assessed on net income, repayment ability and debt service ratio, and it is individual: LPPSA states plainly that not every public servant will qualify for RM1,000,000.
Example from LPPSA's announcement: two rates on one financing
Encik Abu applies for RM800,000. The first RM750,000 is charged 4%; the remaining RM50,000 is charged 4.5%.
Illustration only (our calculation, hypothetical 35-year tenure): the two portions together come to about RM3,557 a month.
SPPSA or SPPSAi?
- SPPSA (conventional) charges interest of 4% a year on a reducing balance.
- SPPSAi (Islamic) has a ceiling profit rate of 7% a year, and you pay 4% through the Muqasah/Ibra' rebate.
- You choose when you apply. You cannot switch after approval, and the insurance follows the scheme: takaful for SPPSAi, conventional insurance for SPPSA.
The limit is a ceiling, not your amount
The amount LPPSA approves is the lowest of four figures: the property price, the JPPH valuation, the amount you apply for, and your maximum eligibility (the income table, or for a second financing, the balance of your eligibility).
Eligibility table by net income
Garis Panduan Bil.1/2026, Lampiran 1, sets a maximum financing for each net-income band. Find the highest band your net income reaches.
| Net monthly income (RM) | Maximum financing (RM) |
|---|---|
| 6,500 and above | 750,000 |
| 6,000 | 720,000 |
| 5,700 | 680,000 |
| 5,500 | 650,000 |
| 5,000 | 600,000 |
| 4,700 | 560,000 |
| 4,500 | 540,000 |
| 4,300 | 510,000 |
| 4,000 | 470,000 |
| 3,800 | 450,000 |
| 3,500 | 420,000 |
| 2,900 | 340,000 |
| 2,300 | 270,000 |
| Up to 1,700 | 200,000 |
- LPPSA calls the table a reference only; the actual limit is what the Board approves.
- The table does not apply to members of the Federal and State Administration, State Assembly members or judges, whose terms follow their own laws.
- Our eligibility calculator applies this table, with RM1,000,000 for the top band as announced for 2026.
How net income is calculated
Net income = basic pay + fixed allowances counted by LPPSA − mandatory deductions counted by LPPSA.
The fixed allowances LPPSA lists are:
- Imbuhan Tetap Perumahan (ITP) / Elaun Perumahan Wilayah (EPW), or equivalent.
- Imbuhan Tetap Khidmat Awam (ITKA) / Imbuhan Tetap Khidmat Tentera (ITKT) / Imbuhan Tetap Keraian (ITK), or equivalent.
- COLA / BIW / BIS / BISS (cost-of-living and regional incentive payments), or equivalent.
- Imbuhan Tetap Jawatan Utama (ITJU).
- Acting allowance (Elaun Memangku).
Overtime, claims and other variable payments are not on the list. On the deduction side, your payslip's EPF and income tax are taken off; LPPSA's instalment itself is deducted after EPF and income tax. If you are 55 or older in the year you apply, you also submit a pension estimate certified by your Head of Department.
Example: working out net income
Hypothetical payslip: basic pay RM3,200, fixed allowances RM800, mandatory deductions RM450. Net income = RM3,200 + RM800 − RM450 = RM3,550.
The instalment caps: 60%, 50% and 80%
First financing: the monthly LPPSA instalment may not exceed 60% of net income, and your total debt may not exceed 80% of net income, whichever is lower.
Second financing: the same, but the instalment cap is 50%.
So existing car loans, personal financing and other commitments matter: they eat into the 80% room. Once the maximum instalment is known, the tenure and the rate turn it into a financing amount, which is then capped by the income table.
Tenure and age limits
| Scheme | First financing | Second financing |
|---|---|---|
| Pension scheme | Up to 420 months (35 years) or age 90, whichever is earlier | Up to 360 months (30 years) or age 90, whichever is earlier |
| EPF scheme | Up to the age your service ends, or 420 months, whichever is earlier | Up to the age your service ends, or 360 months, whichever is earlier |
For EPF-scheme staff, every year closer to the end of service shortens the tenure and lowers the amount the same instalment can finance. That is why applying earlier in your career helps. If you chose the pension scheme but your payslip still shows an EPF deduction, LPPSA asks for a pensionable-post confirmation letter.
Worked examples
All figures are hypothetical and rounded. They apply the rules above, not an LPPSA decision.
Example 1: the income table sets the limit
Example
Puan Aina, 30, EPF scheme, first financing, service ending at 60 (so 30 years). Net income RM3,550; car instalment RM400.
Instalment cap: 60% × RM3,550 = RM2,130. Total-debt room: 80% × RM3,550 − RM400 = RM2,440. The lower is RM2,130.
At 4% over 30 years, RM2,130 a month could repay about RM446,152. But her net income falls in the 3,500 band of the table, which caps financing at RM420,000.
Result: up to about RM420,000, with an instalment of about RM2,005 a month.
Example 2: a higher income, two rates and the new limit
Example
Encik Hafiz, 40, pension scheme, first financing, no other debt. Net income RM6,600, so he is in the top band.
Instalment cap: 60% × RM6,600 = RM3,960. Tenure: 420 months (35 years), since age 90 is further away.
That instalment could repay about RM885,000: RM750,000 at 4% (about RM3,321 a month) plus RM135,000 at 4.5% (about RM639 a month), about RM3,960 in total.
Under the table as published, the top band is capped at RM750,000. Once applications under the 2026 limit open, his repayment ability, not the RM1,000,000 ceiling, becomes the limit.
Example 3: commitments and a short tenure
Example
Puan Rohana, 50, EPF scheme, service ending at 60 (so 10 years). Net income RM4,700; existing commitments RM1,500 a month.
Instalment cap: RM2,820. Total-debt room: RM3,760 − RM1,500 = RM2,260. The lower, RM2,260, applies: here the 80% rule binds.
Over only 10 years, RM2,260 a month repays about RM223,000, well below her table cap of RM560,000.
What would change it: paying off a commitment before applying, or, if she is eligible, the longer tenure of the pension scheme. Ask your Head of Department and LPPSA about your own position.
The full process: from Daftar Minat to disbursement
This is how a Type 3 purchase from a developer usually runs. Timings vary; LPPSA's decision and the lawyers' work set the pace.
-
Prepare and SPA Register interest, estimate eligibility and gather documents; launch and SPA.
-
Apply and assessment Apply on LPPSA's portal through your Head of Department; LPPSA assesses.
-
Offer and acceptance Pre-acceptance in the portal, then acceptance through your lawyer.
-
Security and release Security documents, Advice to Release, then payments in stages.
-
Instalments and keys Salary deduction starts; VP, keys, title transfer and charge.
Every step in full: what happens and who acts
- Check and prepare (before launch) Register your interest with RumahHQ (Daftar Minat: free, non-binding, no unit reserved). Estimate your eligibility and gather payslips, IC and your service letter.
- Launch and SPA The developer obtains its licence and sales permit and launches. You choose a unit and sign the SPA (or receive the draft SPA) in the statutory form.
- Apply online Fill in the application on LPPSA's portal, print it, sign it, have your Head of Department sign and stamp it, and submit it with the checklist documents through your Head of Department.
- Assessment LPPSA checks eligibility, the property and the documents, and may ask for more. An appeal on the approved amount is possible only before you accept the offer.
- Letter of offer and pre-acceptance You pre-accept in the portal and choose the insurance/takaful panel. MRTA/MRTT cover starts on the pre-acceptance date.
- Accept through your lawyer Return the original LO and Memorandum of Acceptance to your appointed lawyer within 30 working days of the approval letter.
- Security documents Your lawyer submits the assignment (master title) or charge (individual/strata title) documents to LPPSA within 30 days of the appointment letter.
- Advice to Release Your lawyer sends the Advice to Release. LPPSA pays the insurance premium and begins releasing money.
- Progressive payments Each stage is paid to the developer (usually into the HDA account) against its progress claim and the architect's certificate.
- Instalments begin Your salary deduction (APG) starts after the 95% progress payment or at the 25th month from approval for a landed home (37th for strata), whichever is earlier.
- Keys, title and charge You take VP. When the individual or strata title is issued, the property is transferred to you and charged to LPPSA as first chargee.
Documents for Type 3 (home under construction)
From LPPSA's Type 3 document checklist. Documents are submitted through your Head of Department in the order of the checklist; incomplete applications are delayed or rejected.
| Document | When required |
|---|---|
| Original online application form, signed by you and your Head of Department, with the department's official stamp | Mandatory |
| Original Head of Department letter confirming your service record | Mandatory (format on LPPSA's website) |
| Copies of 2 identity cards (and the joint applicant's, if any) | Mandatory |
| Payslips for the latest 3 months, certified by your Head of Department | Mandatory (payslips with a QR code are exempt from certification) |
| Copy of the SPA or draft SPA with full property details: type, unit number, title number, price, address, parking price | Mandatory |
| Copy of the title, official search or private search dated within the last 12 months | Mandatory |
| Copy of the developer's licence (DL) and advertising and sales permit (AP) | Where applicable per the checklist (Peninsular projects are exempt from this copy; the SPA must still state them) |
| Appointment or confirmation-of-post letter; pensionable-post letter; pension estimate | Depending on your status, scheme and age (55 and over, or 5 years or less to retirement) |
| Marriage certificate or child's birth certificate | Joint financing between spouses or parent and child |
| Legal fee quotation for the financing documents | If you want the legal fee included in the financing |
The financing types that apply when you buy from a developer
LPPSA has seven financing types. Two matter when you buy from a developer:
| Type 3: home under construction | Type 1: completed home | |
|---|---|---|
| When | You sign an SPA with a developer before the home is finished. | The home is finished (for a new home, the developer has the CCC). |
| Key conditions | The SPA must state the developer's licence and sales permit; the price must be within the range the developer registered; land use must be for building. | If bought from a developer or contractor, a copy of the CCC is required. |
| How money is released | In stages, against the developer's progress claims and the architect's certificates, up to 100%. | Up to 100% once the charge or assignment is presented. |
| When interest and instalments start | Landed: the month after the 95% progress payment, or the 25th month after approval, whichever is earlier. Strata: the same, or the 37th month. | The month after the first release (release on or before the 15th), or two months after (release after the 15th). |
The other types are building on your own land (Type 2), buying land to build (Type 4), refinancing a bank loan (Type 5), building on land financed by LPPSA (Type 6) and renovation (Type 7).
Progressive disbursement during construction
For a home under construction, LPPSA pays the developer in stages that follow the Third Schedule of the statutory SPA (Schedule G for landed homes, Schedule H for strata). For landed homes, JPPH also reports construction progress in stages up to 95% completion.
| Stage | % | Example |
|---|---|---|
| On signing the SPA | 10 | RM40,000 |
| Foundation completed | 10 | RM40,000 |
| Structural framework completed | 15 | RM60,000 |
| Walls with door and window frames | 10 | RM40,000 |
| Roofing, electrical wiring, plumbing (without fittings), gas piping, telecom trunking | 10 | RM40,000 |
| Internal and external finishes | 10 | RM40,000 |
| Sewerage works | 5 | RM20,000 |
| Drains | 2.5 | RM10,000 |
| Roads | 2.5 | RM10,000 |
| Vacant possession, with water and electricity ready for connection | 17.5 | RM70,000 |
| Vacant possession where the title in your name has been delivered | 2.5 | RM10,000 |
| Held by the developer's lawyer as stakeholder: 2.5% released 8 months and 2.5% 24 months after VP | 5 | RM20,000 |
- Each stage is due within 30 days of the developer's written notice that the work is complete.
- Schedule G sets vacant possession within 24 months of the SPA date, with liquidated damages of 10% a year of the price for late delivery, and a 24-month defect liability period after VP.
- Ask the developer and your lawyer how the first 10% on signing is handled in your case, before you sign.
- Interest is charged only on money already released, and for a landed Type 3 home it starts after the 95% payment or at the 25th month from approval, whichever is earlier.
Insurance and takaful: MRTA/MRTT, MLTA/MLTT and LTHO
- LPPSA requires two covers when you apply: mortgage cover (MRTA for SPPSA, MRTT for SPPSAi) and LTHO house-owner cover, both from LPPSA's panel of insurers/takaful operators.
- The premiums are part of the approved financing, on top of the property price. They are not counted in your eligibility amount.
- In joint financing, each applicant takes MRTA/MRTT on the approved amount; one of you takes LTHO.
- You cannot switch panel after pre-acceptance. LTHO starts when at least 95% has been released or the home is 100% complete, whichever is earlier.
- LPPSA's panel MRTA/MRTT uses a Free Cover Limit: cover is automatic without underwriting on individual risk factors, though exclusions apply (for example, total and permanent disability caused by a condition existing before cover started).
| MRTA / MRTT | MLTA / MLTT | |
|---|---|---|
| Covers | Death and total and permanent disability | Death and total and permanent disability |
| Sum covered | Reduces over the cover period, in line with the debt | Stays the same over the cover period |
| Premium / contribution | Lower | Higher |
| Payment | Single payment, included in the financing | Single payment, included in the financing |
Legal fees and stamp duty on the financing
- You must appoint a lawyer to act as stakeholder and handle the security documents and LPPSA's financing agreement. You are free to choose any lawyer for the SPA itself.
- The legal fee for preparing the financing documents can be included in the approved financing if you submit the lawyer's quotation with your application. Fees for the SPA and the transfer are not included.
- If the lawyer's final invoice is higher than the quotation, you pay the difference first; if lower, the difference reduces your principal.
- LPPSA's Garis Panduan requires the principal SPPSA/SPPSAi financing documents to be endorsed with stamp duty exemption before certain releases. Stamp duty on the SPA and transfer is a separate matter: see first-home incentives.
- You also pay any registration fees charged by the State Authority, and the quit rent and assessment on the property.
First-time buyer incentives, with their sources and dates, are on the first-home page.
Common reasons applications are rejected or delayed
- Contract staff, or not yet confirmed in post.
- The instalment is above 60% of net income, or total debt above 80%, once existing commitments are counted.
- Too few years of service left, so the tenure is too short for the amount needed.
- Documents incomplete, uncertified or out of date (payslips older than 3 months; a title search older than 12 months).
- The SPA does not state the developer's licence and sales permit, or the price is outside the range the developer registered.
- Land whose category is agriculture without approval to convert to building use.
- Another LPPSA-financed property still in progress, or a first financing not yet settled.
- Bankruptcy, a judgment debt, or disciplinary action for dismissal.
- Eligibility for your employer's own housing loan scheme.

Questions about LPPSA
Will everyone get up to RM1 million under the 2026 limit?
No. LPPSA says the limit depends on each applicant's own eligibility: net income, repayment ability and debt service ratio. The higher limit mainly helps higher-income applicants.
Is the 4% rate still available?
Yes. LPPSA keeps 4% for financing up to RM750,000. Only the portion above RM750,000, up to RM1 million, is charged 4.5%.
Do I pay instalments while the house is being built?
For a landed Type 3 home, instalments start after the 95% progress payment or at the 25th month from approval, whichever is earlier (37th month for strata). Interest is also calculated from then.
Can contract staff apply to LPPSA?
No. LPPSA's FAQ states contract staff are not eligible. A bank loan, possibly with an SJKP guarantee, may be an option.
Can my spouse who is not a civil servant buy with me?
Yes, as a joint buyer. A non-public-servant co-buyer can finance their share through a bank that agrees to be second chargee, after LPPSA approves, for Type 1 and Type 3 on an individual or strata title.
Can I appeal the amount LPPSA approves?
Yes, but only before you accept the financing offer.
