How to Apply for an LPPSA Loan for a Developer Home

Pasukan RumahHQ · Published 24 September 2026 · Updated 24 September 2026 · 11 min read

In brief

  • Check eligibility before launch: a first-financing instalment is capped at 60% of net income and total debt at 80%, whichever is lower.
  • A Type 3 application needs the SPA or draft SPA and goes through your Head of Department; return the LO to your lawyer within 30 working days.
  • Landed home: salary deductions start after the 95% progress payment or at the 25th month from approval, whichever is earlier (37th month for strata).

Buying a home that is still being built, with LPPSA financing, involves several parties: you, your Head of Department, the developer, lawyers, the insurance/takaful panel and LPPSA itself. Each has its own tasks and deadlines. This guide explains the order of events from the start until the money reaches the developer, so you know what to prepare and when.

Every rule below comes from LPPSA’s Pekeliling and Garis Panduan Pembiayaan Perumahan Bil.1/2026, LPPSA’s document checklists and Schedule G of the Housing Development Regulations 1989. General information only, not legal/financial/tax advice. Approval is subject to LPPSA.

Quick terms

  • LPPSA: Lembaga Pembiayaan Perumahan Sektor Awam, the Public Sector Home Financing Board, which finances homes for eligible public servants.
  • Type 3 (Jenis 3): LPPSA’s financing type for buying a home under construction.
  • SPA: Sale and Purchase Agreement. For a landed home from a licensed developer, it follows Schedule G.
  • DL and AP: the developer’s licence and the advertising and sales permit, issued under the Housing Development (Control and Licensing) Act 1966 (Act 118).
  • LO: LPPSA’s Letter of Offer.
  • APG: Arahan Potongan Gaji, the instruction to deduct your instalment from your salary.
  • MRTA/MRTT and LTHO: mortgage insurance/takaful and house-owner insurance/takaful, both compulsory.

Step 0: make sure you qualify

Before anything else, check the basic conditions in the Pekeliling Bil.1/2026:

LPPSA’s FAQ says plainly that contract staff are not eligible, and staff not yet confirmed in post cannot apply either, because the confirmation-of-post letter is a mandatory document. If that is your situation, see the bank loan options.

The whole process at a glance

  1. Check eligibilityEstimate your amount and gather basic documents during Daftar Minat, before the launch.
  2. Launch and SPAThe developer obtains its licence and sales permit; you choose a unit and sign the SPA or receive the draft SPA.
  3. Apply onlineFill in the form on LPPSA's portal, print it, sign it, and have your Head of Department sign and stamp it.
  4. Submit through your Head of DepartmentThe form and documents, in checklist order, go to LPPSA through your Head of Department.
  5. Decision and LOLPPSA assesses the application and issues the approval letter and LO; you pre-accept and choose an insurance/takaful panel.
  6. Lawyer and securityThe LO and Memorandum of Acceptance go back to your lawyer; the security documents are completed and the Advice to Release is sent.
  7. Stage paymentsLPPSA pays the developer against progress claims and architect's certificates.
  8. Salary deductions beginFor a landed home, at the 25th month from approval or after the 95% payment, whichever is earlier.
The eight Type 3 financing steps, from the eligibility check before the launch to the start of salary deductions. Each step is detailed in the sections below.

Step 1: check your eligibility before the launch

Your financing amount depends on three things: net income, existing commitments and the years of service you have left.

Net income is basic pay plus the fixed allowances LPPSA counts, minus mandatory deductions. The fixed allowances listed in Lampiran 1 of the Garis Panduan are ITP/EPW, ITKA/ITKT/ITK, COLA/BIW/BIS/BISS, ITJU and acting allowance (or their equivalents).

Instalment caps: for a first financing, the monthly instalment may not exceed 60% of net income and total debt may not exceed 80% of net income, whichever is lower. For a second financing, the instalment cap is 50%.

Tenure: on the EPF scheme, up to the age your service ends or 420 months, whichever is earlier. On the pension scheme, up to 420 months or age 90, whichever is earlier.

That amount is then capped by LPPSA’s eligibility table by income band. You can estimate it with the eligibility calculator, and read the full rules in the LPPSA guide.

Hypothetical example: Encik Danial's early check (net income RM3,300, estimated limit RM340,000)

Example: an early check

Encik Danial, 32, EPF scheme, net income RM3,300, motorcycle instalment RM300. The 60% instalment cap is RM1,980; the 80% total-debt room is RM2,640 − RM300 = RM2,340. The lower, RM1,980, applies. With 28 years to age 60, that instalment could finance more than the table allows for his income band (the RM2,900 band: RM340,000). So his estimated limit is RM340,000. Hypothetical figures; the actual decision is LPPSA's.

When you register through Daftar Minat with RumahHQ, you can ask for help with this check. Daftar Minat is free and non-binding, and no unit is reserved. See how Register Interest differs from an SPA.

Step 2: the project launch and the SPA

A Type 3 application needs a copy of the SPA or draft SPA, so the formal application is made after the project launches. Before you sign, check the points LPPSA will check:

  • The SPA must state the developer’s licence and sales permit numbers.
  • The price in the SPA must be within the price range the developer registered when applying for its licence and permit.
  • The land-use category must be for building. For land categorised as agricultural, approval to convert its use must be obtained first.
  • The SPA must contain full property details: property type, unit number, title number, price, address if any, and parking lot price if any.

You are free to choose any lawyer for the SPA.

Step 3: fill in the application and gather documents

You apply online through LPPSA’s portal. The completed form is printed, signed by you and your Head of Department, and accompanied by copies of the documents in the order of the checklist.

Source: LPPSA document checklist, Type 3 (home under construction).
DocumentStatus
Original online application form, with your signature, your Head of Department's name, post and signature, and the official stampMandatory
Original Head of Department letter confirming your service record (format on LPPSA's website)Mandatory
Copies of two identity cards (including the joint applicant's, if any)Mandatory
Copies of payslips for the latest three months, certified by your Head of Department (payslips with a QR code are exempt)Mandatory
Copy of the SPA or draft SPA with full property detailsMandatory
Copy of the title, official search or private search dated within the last 12 monthsMandatory
Pensionable-post confirmation letter; pension estimate (age 55 and over, or 5 years or less of service left)If relevant
Marriage certificate or child's birth certificateFor joint financing
Legal fee quotation for the financing documentsIf you want the legal fee financed
Copy of the developer's licence and advertising and sales permitIf relevant per the checklist

This is also when you choose your scheme: SPPSA (conventional, 4% interest a year on a reducing balance) or SPPSAi (Islamic, a 7% ceiling rate with a Muqasah/Ibra’ rebate so that you pay 4%). The scheme cannot be changed after approval.

Step 4: submit through your Head of Department

The completed form and supporting documents are submitted to LPPSA through your Head of Department. Your Head of Department is responsible for making sure you meet the conditions before the application is sent, and later for carrying out the salary deduction.

LPPSA’s checklist warns that incomplete applications will be delayed or rejected, and LPPSA may ask for more documents. If you disagree with the approved amount, you can appeal only before you accept the offer.

Step 5: the letter of offer, pre-acceptance and insurance

Once approved, you receive the approval letter and the LO. You pre-accept in the application portal. What matters at this stage:

  • Compulsory insurance/takaful: MRTA/MRTT (settles the outstanding debt on death or total and permanent disability) and LTHO (cover for the house). SPPSAi uses takaful; SPPSA uses conventional insurance.
  • MRTA/MRTT cover starts on the pre-acceptance date.
  • The insurance/takaful panel cannot be changed after pre-acceptance.
  • Premiums are included in the approved financing, on top of the property price.

Step 6: lawyers and security documents

You must appoint a lawyer to act as stakeholder and handle the security documents and LPPSA’s financing agreement. The deadlines set by the Garis Panduan:

Source: Garis Panduan Pembiayaan Perumahan LPPSA Bil.1/2026, paragraphs 9.2 and 21.2.
ActionByDeadline
Return the original LO and Memorandum of Acceptance to the lawyerYou30 working days from the approval letter
Submit the charge or assignment documents to LPPSALawyer30 days from the lawyer's appointment letter
Return the completed assignment documents to LPPSALawyer30 days from LPPSA's letter to the lawyer

For a home without an individual or strata title yet (a master title), the property is assigned to LPPSA. When the title is issued, the property is transferred to you and charged to LPPSA as first chargee.

Legal fees: the fee for the financing documents can be financed if you submit a quotation. If the final invoice is higher than the quotation, you pay the difference first; if lower, the difference reduces your principal. The Garis Panduan also states that the principal SPPSA/SPPSAi documents are endorsed with stamp duty exemption.

Step 7: stage payments to the developer

After your lawyer sends the Advice to Release, LPPSA starts paying. For Type 3, money is released up to 100% to the developer against progress-payment claims and architect’s certificates, following the Third Schedule of the SPA.

Source: Schedule G, Third Schedule (landed home). The example uses a hypothetical price of RM400,000.
Stage%Example
On signing the SPA10RM40,000
Foundation10RM40,000
Structural framework15RM60,000
Walls with door and window frames10RM40,000
Roofing, wiring, plumbing, telecom trunking10RM40,000
Internal and external finishes10RM40,000
Sewerage5RM20,000
Drains2.5RM10,000
Roads2.5RM10,000
Vacant possession with water and electricity ready for connection17.5RM70,000
Vacant possession where the title in your name is delivered2.5RM10,000
Held by the developer's lawyer: 2.5% after 8 months and 2.5% after 24 months from vacant possession5RM20,000

Ask the developer and your lawyer how the first 10% on signing the SPA is handled in your case, before you sign. Each stage is explained in construction stages and the payment schedule.

Step 8: when interest and salary deductions start

This is one of the most common questions. For Type 3, the Garis Panduan sets:

  • Landed home: interest/profit is calculated, and salary deductions start, from the month after the 95% progress payment is released, or at the 25th month from the approval date, whichever is earlier.
  • Strata home: the same, but the time limit is the 37th month from approval.
  • If the 95% payment is released after the 15th of the month, deductions start two months later.
Hypothetical example: when Puan Nora's deductions start (after the 95% payment or the 25th month)

Example: when deductions start

Puan Nora is approved in January 2027 for a landed home. If the 95% progress payment is released on 10 October 2028, her salary deductions start in November 2028. If construction is slower and 95% has not been released, deductions still start at the 25th month from approval. Hypothetical dates, for illustration.

After that, make sure the deductions actually happen. If the APG is late or insufficient, you must pay the instalment directly to LPPSA.

Common mistakes

  • Signing an SPA without checking that the developer’s licence and sales permit are stated in it.
  • Sending payslips older than three months or a title search older than 12 months.
  • Missing the 30-working-day deadline to return the LO to your lawyer.
  • Taking a new loan after the early check, which changes the 80% room.
  • Not telling LPPSA about changes to your address, pay centre or service status.

For other reasons applications fail, see why home loan applications are rejected.

Questions

When should I start preparing my LPPSA application?

Before the project launches. Check your eligibility and gather payslips, your IC and your service letter during Daftar Minat. The formal application goes in once you have the SPA or a draft SPA.

Do I send the LPPSA application myself?

You fill in the form on LPPSA's portal, but the printed form signed by you and your Head of Department, with the documents, is submitted to LPPSA through your Head of Department.

How long do I have to accept LPPSA's offer?

The Garis Panduan requires the original letter of offer and Memorandum of Acceptance to be returned to your appointed lawyer within 30 working days of the approval letter.

When do salary deductions start for a landed home under construction?

At the 25th month from approval, or after the 95% progress payment is released, whichever is earlier. For a strata home, the 37th month.

Can the legal fee be included in the financing?

The legal fee for the financing documents can be included if you submit the lawyer's quotation with your application. Fees for the SPA and the transfer are not included.
