This guide explains the scheme from official sources: the Selangor Housing and Property Board (LPHS) portal and the state government’s answers in the Selangor State Assembly. We also list other options if you do not qualify or are still waiting for an offer.

What Rumah Selangorku is
Rumah Selangorku is “controlled property” (hartanah kawalan) under the Selangor State Affordable Housing Policy. It is managed by the Lembaga Perumahan dan Hartanah Selangor (LPHS), which screens applicants, controls prices and monitors projects.
A few official facts you should know:
- The current policy is Rumah Selangorku 3.0, approved by the State Executive Council on 2 November 2022 and in force from 3 January 2023, replacing Rumah Selangorku 2.0 (Selangor State Assembly answer, 2023).
- The homes are built by private developers. The policy requires developers or landowners to provide part of their units as Rumah Selangorku, based on site size and development zone. LPHS makes sure that mix is followed.
- Prices are controlled. According to state government answers in 2025 and 2026, Rumah Selangorku 3.0 selling prices range from RM114,750 to RM250,000 per unit, with built-up areas of 450 to 900 square feet, for high-rise and landed homes. Developers may not raise prices without the state government’s written consent through LPHS.
- Units differ by household. The Selangor housing Exco announced in February 2023 that Rumah Selangorku 3.0 provides Solo (one bedroom, for singles), Duo (two bedrooms, for married couples) and Trio and Quad (three bedrooms, for families).
Projects approved under the old policy are still sold with Type A to E labels. That is why you will see both kinds of label on the portal.
Eligibility
The LPHS portal lists these basic conditions:
| Condition | Details |
|---|---|
| Citizenship | Applicant and spouse are Malaysian citizens |
| Age | 18 or over on the registration date |
| Ownership | Applicant or spouse owns no residential property of any kind in Selangor, whether a government or private project |
| Household income | No more than RM14,500 a month (husband and wife), subject to the house type's limit |
| Choice | One house type only per application |
| Validity | 2 years; after that, applications on the waiting list are removed |
The LPHS FAQ also sets household income limits (husband and wife) by house type, labelled A to E:
| House type | Household income not above |
|---|---|
| Type A | RM3,500 |
| Type B | RM7,000 |
| Type C | RM10,000 |
| Types D, E and E Khas | RM14,500 |
If you or your spouse already own a home outside Selangor, the LPHS FAQ says your application can still be considered, but you must submit that property’s sale and purchase agreement and property tax documents for checking.
Hypothetical example: a RM7,500 household comparing the Type B, C and D limits
Example: checking the income limit
Farid earns RM4,200 a month and his wife Nadia RM3,300. Their household income is RM7,500. That is above the Type B limit (RM7,000), but within the limits for Type C (RM10,000) and Type D or E (RM14,500).
They can choose only one type per application, so they pick a type available in the area they want and within their income limit. Before accepting an offer, they check how much financing can be approved for that unit's price.
Scheme eligibility is not the same as loan approval. Before applying, read how to check your eligibility before buying a first home so you know your likely financing.
How to apply on the LPHS portal
Applications are made online on the Sistem Permohonan Hartanah Negeri Selangor (ehartanah.lphs.gov.my). The portal sets out six stages:
- User registration Register an account on the LPHS portal with your and your spouse's details.
- Submit an application Choose a project and one house type, then submit.
- Approval process The system selects on merit, followed by committee approval. There is no appeal against the selection.
- Upload documents After an offer, upload documents such as copies of your IC and proof of monthly income for you and your spouse.
- Offer letter Receive the offer letter and arrange financing (bank, LPPSA or others).
- Move in After the project is completed and vacant possession is delivered.
Practical tips:
- Use the official portal only. Many unofficial sites use the name “Rumah Selangorku”. You apply on the LPHS portal, not through agents or social media links.
- Keep your income details current. Selection is based on merit and eligibility, so wrong details can harm your application.
- Note your application date. Applications are valid for 2 years; apply again if yours expires.
- Prepare for upfront costs. Even with a controlled price, you still need to plan for other costs. See the costs of buying a new home.
Conditions after buying: resale and rental restrictions
Rumah Selangorku is controlled property for owner-occupation, not investment. Two points matter:
Five-year transfer restriction. According to the LPHS FAQ (checked 29 September 2026), a Rumah Selangorku home may only be transferred five years after the date the Sale and Purchase Agreement is signed, with the State Authority’s consent. This is the implementing agency’s position, and the date this guide uses. Other official sources use a different starting point: the state government’s answer in the Selangor State Assembly (2019) refers to five years from vacant possession, and cites State Executive Council decision 33/2016 (5 October 2016), which entered the moratorium as a restriction in interest on the title for five years from the date the first transfer is registered. What binds your unit is the restriction in interest endorsed on your title and the terms of your SPA; if the date differs from the LPHS FAQ, ask LPHS to confirm in writing before any dealing.
Not for renting out. The same answer states that the ownership conditions are meant to ensure buyers live in the home themselves, and that LPHS investigates complaints of renting out. Do not buy with the aim of renting it out.
| Matter | Official position |
|---|---|
| Sale or transfer | Not within five years without the State Authority's written consent |
| Charges and other dealings | Covered by the same five-year restriction |
| Renting to others | Contrary to the owner-occupation purpose; complaints are investigated by LPHS |
| Appeal against selection | No appeal against selection offers |
Other options if you have no offer yet
Demand for Rumah Selangorku is high and units are limited. While you wait, or if you do not qualify, look at these options:
- LPPSA (civil servants). LPPSA finances buying a completed home, a home under construction, building on your own land and more (seven financing types). See the LPPSA page and the LPPSA financing limit for 2026.
- SJKP (first-home buyers). Syarikat Jaminan Kredit Perumahan guarantees first-home loans through participating banks, especially for people with irregular income. Read first-home incentives for SJKP conditions and the stamp duty exemption.
- Smart Sewa (Selangor). According to a 2026 state government answer, this rental scheme is for people not yet able to buy, including those who failed to get a loan. Tenants get back 30 percent of the net rent paid when they move out within 2 to 5 years, which can go towards a down payment on a Rumah Selangorku home later.
- Private developer homes outside the scheme. If your income is above the limit, or you want a particular area or house type, an open-market home is another option.
RumahHQ Register Interest
RumahHQ Development Sdn Bhd is a housing developer in Klang that develops landed homes in Selangor based on buyer demand. Before a project launches, you can Register Interest. Registering interest is free and non-binding: there is no payment and no unit is reserved for you. It simply tells us the house type and area you need, and we contact you when there is project information. Learn how it differs from a sale and purchase agreement in Registration of Interest or SPA, or see upcoming projects.
RumahHQ’s Register Interest is not a Rumah Selangorku application. If you want Rumah Selangorku, apply directly on the LPHS portal.
