In brief
- Skim Rumah Pertamaku (SRP) ended on 1 April 2023; Cagamas now offers First Home MGP, while SJKP offers two guarantee schemes.
- SJKP guarantees bank loans for a first home: the SJKP scheme up to RM500,000 and SJKP MADANI up to RM360,000, over up to 35 years.
- Apply at a participating bank branch, not directly to SJKP. Key conditions: DSR no more than 65% and no CCRIS arrears over 2 months.
Many people search for “Skim Rumah Pertamaku” because they have heard of home loans with no down payment. The catch is that the scheme has ended. What is still open in September 2026 are the guarantee schemes of Syarikat Jaminan Kredit Perumahan Berhad (SJKP), and the Cagamas programme that replaced Skim Rumah Pertamaku.
This guide explains the status of each scheme, what SJKP guarantees, who qualifies, the documents you need, how to apply, and how it differs from LPPSA.
General information only, not financial advice. Financing approval is decided by the bank; scheme conditions can change, so check the official websites before applying.

The status of Skim Rumah Pertamaku in 2026
Skim Rumah Pertamaku (SRP), or My First Home Scheme, was introduced in Budget 2011 and managed by Cagamas. It let first-time buyers borrow more than the house price with no down payment. According to Sinar Daily, citing Cagamas, the scheme ended on 1 April 2023, with final applications due before 31 March 2023.
Its role has been taken over by the First Home Mortgage Guarantee Programme (First Home MGP) by Cagamas SRP Berhad. According to the Cagamas SRP FAQ:
- it is for Malaysian citizens buying their first residential property, priced up to RM1,000,000;
- gross monthly income up to RM15,000, single or combined for joint applicants (immediate family members);
- financing up to 110%: up to 100% for homes up to RM1,000,000, and above 100% up to 110% for financing up to RM500,000;
- tenure up to 35 years or age 70, whichever is earlier;
- applications are made at participating bank branches, and Cagamas SRP charges home buyers nothing directly.
So if you are looking for “Skim Rumah Pertamaku” today, the real options are First Home MGP or the SJKP schemes below.
What SJKP is and what it guarantees
SJKP is a company under the Ministry of Finance. It does not lend money. It guarantees the housing loans or financing that participating banks give to first-time buyers. With this guarantee, the bank carries less risk, so it is more willing to approve applicants whose income is hard to prove: gig workers, small traders, fishermen, taxi drivers and the self-employed. Salaried applicants can apply too.
In Budget 2026, the government continued SJKP with financing guarantees of up to RM20 billion, aiming to help more than 80,000 first-time buyers through guarantees of up to 120%. According to the Ministry of Finance, by December 2025 SJKP had approved guarantees for more than 104,000 applications worth RM25 billion.
The SJKP scheme and SJKP MADANI

| Form | Guarantee to the bank | Guarantee to the bank | Guarantee to the bank | Direct financing |
| For whom | First home; fixed or irregular income | First home, low, medium or affordable cost | First home; income up to RM15,000 | Civil servants |
| Maximum financing | Up to RM500,000 (including insurance, legal and valuation fees) | Up to RM360,000 (up to 100% of the house price, including renovation and furniture) | Up to 110%, subject to price limits | Per LPPSA's eligibility table |

Both SJKP schemes allow two-generation loans. The SJKP scheme’s guarantee exceeds 100% of the financing amount, while SJKP MADANI’s guarantee is up to 120% of the house price.
Who qualifies for SJKP
Eligibility conditions published by SJKP and MOF’s Manfaat portal:
- Malaysian citizen aged 18 or above.
- First-time purchase of a residential home. New, existing or auction homes, for your own occupation.
- Fixed or irregular income, including the self-employed.
- Total repayments on all loans no more than 65% of gross monthly income.
- No CCRIS arrears of more than 2 months in the latest 12 months.
- No negative credit record in the past 24 months.
- For SJKP MADANI, a home in the low, medium or affordable-cost category.
The participating bank still assesses the application under its own credit policy. Before applying, check your CCRIS and CTOS so there are no surprises.
Hypothetical example: a gig worker earning RM4,500 a month against the 65% repayment limit
Example: a gig worker and the 65% limit (all figures assumed, estimate only)
Faizal is an e-hailing driver. His bank statements show an average gross income of RM4,500 a month. He pays a car loan of RM600 a month.
SJKP's 65% limit: RM4,500 × 65% = RM2,925 for all loans. Minus RM600, the room for a home instalment is RM2,325.
A RM300,000 loan at an assumed 4.0% over 35 years comes to about RM1,328 a month, within that limit. But the bank may use stricter ways of counting income and stricter limits. The final decision is the bank's.
Documents you need
According to SJKP’s list, prepare:
For self-employed applicants, well-organised bank statements are the strongest proof. Separate business and personal accounts if you can, and avoid unrecorded cash transactions.
How to apply, step by step
- Check eligibility Use the eligibility checker on SJKP's website and work out your DSR.
- Choose a home Your first residential home, new, existing or auction. For SJKP MADANI, a low, medium or affordable-cost home.
- Prepare documents Gather property documents, proof of income and supporting documents.
- Apply at a participating bank Applications are made at a participating financial institution's branch, not directly to SJKP. The list of participating banks is on SJKP's website.
- The bank assesses The bank assesses the application and obtains the SJKP guarantee.
- Sign the documents Once approved, the loan agreement is signed through a lawyer.
For enquiries, SJKP can be reached on 03-2096 5000 or at enquiry@sjkp.com.my.
How SJKP differs from LPPSA
- Who provides the money. LPPSA provides housing financing directly to civil servants. SJKP provides no money; it guarantees a bank loan.
- Who qualifies. LPPSA is for civil servants. SJKP is for any citizen buying a first home, with fixed or irregular income.
- Where to apply. LPPSA through its own system. SJKP through participating bank branches.
- Limits. LPPSA follows its eligibility table and financing limits. SJKP follows the scheme limits (RM500,000 or RM360,000) and the bank’s assessment.
If you are a civil servant, read how to apply for LPPSA for a developer home, LPPSA Financing Limit 2026 and the LPPSA page.
Other things to check
- Stamp duty exemption. Eligible first-time buyers are exempt from stamp duty for a home valued at up to RM500,000 if the SPA is signed by 31 December 2027. See how to calculate stamp duty on a home.
- “First home” is defined differently by each scheme. For example, the Cagamas SRP FAQ states that an inherited property does not stop a First Home MGP application, but the stamp duty exemption orders do count a home obtained by inheritance. Check each scheme separately.
- Costs beyond the loan. Even with up to 100% financing, you still need money for other costs. See the costs of buying a new home.
Common mistakes
- Looking for a scheme that has ended. Skim Rumah Pertamaku has not accepted applications since 1 April 2023. Old social media posts may still mention it.
- Applying directly to SJKP. Applications are made at participating bank branches. SJKP guarantees; the bank approves.
- Assuming a guarantee means automatic approval. The bank still assesses your income, commitments and credit record.
- Bank statements that do not reflect your income. For the self-employed, income that never enters a bank account is hard to prove.
- Forgetting the 65% limit. Car loans, personal loans and credit cards are counted together with the home instalment.
- Leaving small arrears unpaid. CCRIS arrears of more than two months in the latest 12 months affect SJKP eligibility.

Questions
Is Skim Rumah Pertamaku still open?
No. Cagamas ended Skim Rumah Pertamaku (SRP) on 1 April 2023. The scheme that took over its role is the First Home Mortgage Guarantee Programme (First Home MGP) by Cagamas SRP, applied for through participating banks.
What exactly does SJKP guarantee?
SJKP guarantees the housing loans or financing that participating banks give to first-time buyers. The guarantee lowers the bank's risk, so banks are more willing to approve applicants with irregular income. The bank still makes the final decision.
Does SJKP charge borrowers a fee?
According to SJKP's FAQ, SJKP imposes no charge or fee on borrowers. Normal loan costs such as legal and valuation fees still apply, but they can be included in the financing amount under the scheme.
What is the difference between the SJKP scheme and SJKP MADANI?
The SJKP scheme finances up to RM500,000 including principal, insurance, legal and valuation fees. SJKP MADANI finances up to RM360,000, including up to 100% of the house price plus renovation and furniture costs, for low, medium or affordable-cost homes.
Can a husband and wife apply together?
Yes. SJKP states that joint applications by husband and wife are allowed. Two-generation loans are also allowed.
I am a civil servant. Should I use SJKP or LPPSA?
Civil servants usually use LPPSA financing, which lends directly. SJKP instead guarantees a bank loan. Compare both on our Financing page and ask LPPSA or a bank about your situation.
Can SJKP be used to build a house on my own land?
No. SJKP's FAQ states that the scheme does not guarantee financing for house construction. It is for buying a residential home, including new, existing or auction homes.
